
CBS² is providing design services for the STH 35 modernization project in La Crosse County. The $13 to $15 Million project includes reconstructing STH 35 (Great River Road) from the La Crosse County Line to Garner Place (2 miles) and USH 14/61 from STH 35 to 1000’ northeast of Fireclay Court (0.5 miles) in the city of La Crosse and Town of Shelby. The project is separated into two construction IDs with different construction years: La Crosse County Line to Sunnyside Drive and Sunnyside Drive to Garner Place.
Improvements from the La Crosse Countyline to Sunnyside Drive include shifting the rural STH 35 roadway east, widening the STH 35 bridge over Mormon Creek, grading for the future connection of the Goose Island Connector multi-use trail between the Goose Island Campground to Sunnyside Drive along the west side of STH 35, and reconstructing CTH K to intersect CTH GI at a safer angle and provide more storage distance on CTH GI between the railroad crossing and STH 35. From Sunnyside Drive to Garner Place, the urban STH 35 roadway will be reconstructed with a raised median, 10’multi-use path (Goose Island Connector Trail), 43 ADA compliant curb ramps and sidewalk, and new roundabouts at the Sunnyside Drive & USH 14/61 intersections. USH 14/61 from STH 35 to 1000’ northeast of Fireclay court will be reduced from a 4-lane un-divided roadway to a 2-lanedivided roadway with ADA compliant pedestrian facilities. All culverts and storm sewer systems will be replaced. New sidewalk will be constructed along the east side of STH 35 from the new roundabout at the intersection of STH 35 and USH 14/61 to Garner Place and along the east side of STH 35 and south side of USH 14/61 from Riverview Drive to connect to the Fireclay Court neighborhood. Lighting will be installed near the roundabouts and in the median of STH 35 and USH 14. Three retaining walls will be constructed: southwest quadrant of Sunnyside Drive and STH 35 intersection (R-32-80), south side of USH 14/61 just west of Fireclay Court (R-32-79), and along the west side of STH35 shared-use path north of USH 14/61. Three overhead sign structures will be constructed at the STH 35 and USH 14/61 roundabout: S-32-0077, S-32-0078, andS-32-0079. Coordination with sub-consultants, WisDOT, City of La Crosse, Town of Shelby, and various agencies has been important to the success of this project.
A Hydrologic and Hydraulics (H&H) analysis for culverts under STH 35, storm sewer design in the City of La Crosse, and WinSLAMM calculations for TSS removal were conducted by CBS². CBS²also worked closely with WisDOT Bureau of Structures to complete an existing conditions drainage study report for the Chipmunk Coulee Creek and present the findings to the public and local officials.
A Phase 1 ICE was completed for the STH 35/Sunnyside Drive, STH 35/Riverview Drive and STH35/Old Town Hall Road intersections. Upon completion of the Phase 1 ICE, a Phase II ICE was completed for the STH 35/ Sunnyside Drive intersection along with Riverview Drive and Old Town Hall Road due to various safety and operational issues. As a result, a single lane roundabout is proposed at the STH 35/Sunnyside Drive intersection and a raised median will be constructed on STH 35 between Sunnyside Drive and USH 14/61. A mid-block pedestrian crossing at Riverview Drive will be moved to the roundabout at Sunnyside Drive for pedestrians to access the Southern Bluffs Elementary School at a safer location.
The Chambers-Markle Farmstead is located along the west side of STH 35 at the Sunnyside Drive intersection. The Chambers-Markle Farmstead was listed on the National Register of Historic Places (NRHP). Project impacts were minimized in front of the historical boundary. Extensive coordination with WisDOT, CRT, and SHPO was required for review of the Determination of No Adverse Effect (DNAE)and Section 4(f) impact.
The STH 35 bridge over the Mormon Creek will be widened to the east due to the roadway shift and will accommodate the future multi-use Goose Island Connector Trail on the west. This will allow the traffic to utilize the existing bridge while the new bridge widening is being constructed. The shift in the alignment on the STH35 La Crosse project impacts wetlands and upland habitat so extensive coordination with the WDNR, USACE, USCG, and USFWS is on-going. Additional structural design services included multiple retaining walls.
STH 35 traffic control is being designed to stage traffic during construction. This includes prepping the existing shoulder for shifting traffic to use the existing pavement and temporary widening to maintain two lanes of traffic. Off-peak flagging operations will be required for median construction and lighting installation due to narrow roadway footprint near the historical boundary. A separate TMP is being completed for each project as they will be constructed in different construction years.
The project requires two Transportation Project Plats (TPP) that include 22 parcels with temporary and permanent strips of right-of-way to be acquired with the project. Temporary easements will be required with the Burlington Northern Santa Fe Railroad along the west side of STH 35, the town of Shelby and the city of La Crosse. Coordination with the railroad is also required at the CTH GI railroad crossing resulting in the submittal of a Railroad Project Submittal Package.
